DCF/Access Florida -- the worst public istance system in the US?

YES. They are the worst. I have heard more horror stories about them than any other system. Is she white? I know this sounds horrible but they are extremely racist against white people. I'd start contacting newspapers and stuff, make a huge deal out of it. Maybe they'll stop d*cking around and do something about it if everyone is coming down on them at once.
