I dont get get The Crazies 2010? ?

My opinion on the movie is that the Military was given orders to kill off everyone in the town, that there were to be no survivors. I'm guessing the satellites were trackers to make sure there were no survivors, since they umed the whole town was contaminated because of their mistake with the plane. The person in the black car I ume worked for government and was sent to the town to make sure the mission to destroy the town was carried out.
